What are the aims and objectives of the project proposed by the Learning Partnership? The project has eight different partners. They all work with various target groups (ranging from offenders, ex-offenders, the elderly, minority ethnic communities, young adults etc.) who have diverse and specific needs concerning adaptation of the learning methods. The partners are different institutions in the way that they work with different target groups. Some have target groups of learners that have to cope with living in the society after serving a prison sentence, some work with groups that have problems living in a modern society of some other different reasons and adult education is seen as a way of engaging them back into society. Through this project we hope that we can benefit on the differences between the partners. The partners have experienced different approaches to solving the challenges of adapting the learning to their specific target group. We get the opportunity to learn from each other, and we hope after the end of the project to have reached a higher level of competence concerning learning methods as well as the way we approach our tasks towards our learners. Goal: A. Improve the quality of our work to help the target group integrate society through Digital Literacy initiatives. Working Plan (with objectives): Use of new technologies Encourage the use of ICT in adult learning for example through the use of digital cameras and other multi media Using PC and other similar equipment (PDA, mobile phone etc) Communication by email, chat and video conferences (SKYPE, msm). Develop routines and administrative strategies to ensure good co-operation between the educational staff in the institution and the other services in the society, and hence to provide good, adapted adult education to the target group. Benefit on the international network established in the project both during and after the project period. Actual projects carried through by the students can be presented (by use of ICT/Internet services) for other students and teachers in other countries. Through this the students can get feedback on their work. The correspondence between the schools/institutions involved in the project will enhance the knowledge of the students and the staff concerning different European cultures. Develop strategies and material to give educational continuity when transferred to the life outside the institution. Develop routines in the co-operation between the institution staff and services in the society. Evidence the good practise and learners stories through the use of digital cameras and other multi media. C.1.2. Please provide information on the nature and expertise of the organisations involved in the partnership The organisations involved contribute with their expertise. There are both institutions in the project providing education to offenders and institutions that have other people with special needs as the target group. Hence there is a great variety of expertise involved. There are criminologists, social workers, pedagogues, psychologists, teachers, prison staff, ICT curriculum managers, skilled workers etc. etc. In addition the active members of the project involves both administrative and teaching/training staff. C.1.3. How was the partnership formed? If your partnership is the result of a contact seminar or a funded preparatory visit, please specify. The partnership is mainly (7 partners) formed as a result of a contact seminar in Bergen Norway in September 2005. In addition there are one partner who didn t attend the meeting. C.1.4. Within the project, what will be the respective roles and tasks of (1) the coordinating organisation / institution and (2) the other participating organisations / institutions? 1. The co-ordinating organisation is responsible for co-ordinating the common meetings in co-operation with the host institution and the other partners. This institution also must co-ordinate and give information to the partners about the progress of the project, having in mind the decided plan for the year. The co-ordinating institution is responsible for getting necessary information for the common report within the closing date after each project year. The co-ordinating institution shall write the common part of the application form (the part that shall be equal for all the partners) for each year. Being the host for the meeting, the partners organize the meetings/visits and make and carry out the programme. The partners (and the co-ordinating institution as well) carry through the tasks and topics decided to work with on the project meetings (see also the project plan below   Activity Planning Table ). As part of the disseminating process the partners expect to use their opportunities through their own institution to disseminate results and description of the project. This may be local seminars and conferences as well as papers that involves the institution in concern. All the participants are responsible for giving the co-ordinating institution the necessary information to make the common report and the application form for each year. All the institutions contribute to the project with their expertise, as well as their variety of experience from their own work locally. C.1.5. How will effective cooperation between the participating institutions be ensured? Through the planned common meetings and the working sessions the co-operation will be insured . On these meetings there will be worked out detailed plans for the period until next meeting/the rest of the year. Between the meetings, the use of email and other Internet services such as SKYPE and Messenger, as well as telephone and fax will ensure a good, continuous contact between the participating institutions. There also will be exchange of staff and learners between the partners, and this will also ensure good contact and effective co-operation between the partners. Please also see the Activity planning table below. C.1.6. Please fill in the Activity Planning table at the end of section C and provide information on the activities taking place in each participating organisation as well as the transnational mobility activities applied for (i.e. project meetings, staff exchanges / visits / placements, learner mobility) and the particular results or other outcomes to which the activities at each institution and the project as a whole are expected to give rise. What impact is the project expected to have? The learners will benefit on the main activities by learning how to cope with different digital tools. They will also in the meetings and through exchange learn about other cultures as well as using foreign languages when communicating with staff and learners in other countries. The staff will benefit on achieving better competence in learning strategies concerning digital tools etc. By cooperating with other countries all will of course also learn about other cultures, foreign languages, geography etc. The institutions may be influenced by the activities in making good strategies in the institutions as a whole to provide the learners high quality learning. We hope that the local community can benefit on the local HomePages, which will be made. It will also get a better knowledge about the institution in concern, and the possibilities to get a high level learning for those living in the community. whether the project is expected to contribute more generally to teaching / learning in the chosen subject area and, if so, how. How do you intend to evaluate the success of the project, in terms of the extent to which it has achieved the objectives and impacts set out in your answers to questions C.1.1. and C.1.7. above? The evaluation of the project will be a theme at all the meetings that will be arranged during the project period. Evaluation of the project will be one of the main points on the agenda in the last meeting every project year. We also intend to involve the students in this evaluation. We will also consult with the learners and staff involved in the project to ensure it s relevance across the partnership. C.1.9. How do you intend to disseminate the results, experience and, where applicable,  end products of the project? Please refer to the steps that the participating organisations intend to take to disseminate these results (1) amongst the participating organisations / institutions, (2) to other organisations / institutions in the local community and (3) where applicable, to the wider lifelong learning community. We intend to use the following ways of disseminating the results: Extended meeting e-book/ portfolio s learning platform Common webpage with links to the local ones. We also plan to write a report over the whole project period, where we explain how we carried through the project and the experiences we have made. Hence all the participants may if they wish present the results on their own Home Pages (by means of a link to the common Page and perhaps a translation on the local Homepage). In addition the results can be presented and discussed in local conferences of each partner institution. Some of the partners may also have opportunity to present the project on the European level. An example is the association of prison teachers (EPEA). The results could possibly also be inserted in the Homepages of these organisations. Parallel to the above presentations there will also during the project period be made paper presentations and CD-ROMs as well as an e-book containing project activities, experiences and reports. C.1.10. Does the project relate to the training of persons involved in providing learning opportunities for adults? If so, please describe briefly. Not training as such, but we expect to achieve a better ability to provide adult learning to the learners, both through better knowledge of the field by learning from the experiences made by the other partner institutions. Trying out methods and use of ICT in the education during the project, are also expected to improve the educational practice in the participating institutions. For the teachers engaged in teacher s exchange there will be even more and enhanced possibilities in learning from the other partners how they cope with the challenges adapting the learning to the target group. See also above. C.1.11. How and to what extent will the project ensure the active participation of learners throughout the project (planning, implementation and evaluation)? The main focus of the project is how to teach the learners how to cope with all the new technologies. We want to involve them as much as possible through participating in making the Homepages, e-book, communication between the partners etc. They are also expected to take part in the common meetings. In the implementation phase we will use the methods we want to try out on the actual learners and afterwards (in the evaluating process/phase) we get feedback from them on the educational models and methods we have tried out. The presentations can also as far as possible be made by involving the students. In addition we plan to engage some of the learners in mobility actions. C.1.12. Are there any provisions for the (self-)assessment of the learners participating in the project? If so, please describe briefly the (self-)assessment methods which it is intended to use? C.1.13. Will the project address in any way the issue of accreditation and certification of the knowledge, skills or competence acquired by adult learners prior to and/or during the project? If so, please describe briefly. Acquired skills during the project will be accredited by the issuing of a certificate. The institutions envolved in the project will provide certification of the formation aquired as well as the linguistic competence, besides participating in the filling in of the documents Europass, EUROPASS Mobility, (in English and in the local language) and Language Passport. Some people in the target group have acquired skills prior to this time. These skills and knowledge will be evaluated and possibly certified by the school during the time they are in the partner institution in concern. During the project some of the learners will get a certificate proving their knowledge of ICT. C.1.14. Will the project take any specific measures to: enhance in any way the availability of learning opportunities for persons with a disability, chronic illness or other special educational need? Yes in the sense that a higher proportion of the target group can benefit from being provided a higher standard of education. The target groups in our project consist of members just like the above mentioned persons. A part of the project is also how to promote our educational offer to the target group. promote the participation of learners or organisations / institutions disadvantaged for socio-economic, geographical or other reasons? These are also target groups in our project. (please see the above answer) promote equality between women and men? The organisational side of the project intends to promote equal opportunities for males and females to take part in the training opportunities. promote intercultural education, help combat racism / xenophobia, or encourage the integration of persons from ethnic and other minority groups (including migrant workers, Gypsies and Travellers, and occupational travellers)? Please read the section on Grundtvig 2 in part II of those Guidelines carefully. National legislation should also be taken into account by the grantholders. Each institution s total grant will be made up of two parts: a standard amount to cover the local costs and a variable amount to cover the transnational mobility costs. A. STANDARD AMOUNT FOR LOCAL COSTS This will be an amount of up to 5000 EUR for the coordinating organisation / institution, and up to 4000 EUR for each of the other participating organisations / institutions, depending on the nature of the project and the funding policy of the National Agency in the country in which the institution is located. If a project involves socio-economically disadvantaged institutions / learners, learners with special educational needs (or institutions catering for the needs of learners with special educational needs), the standard amount normally awarded by the National Agency may be increased by up to a further 100% of this amount in duly justified cases. The categories of costs eligible for funding within the "Standard amount" are: 1. Linguistic preparation of staff and learners: e.g. extra lessons in the language concerned, purchase of material for autonomous learning, such as CD-ROMs, books, etc. 2. Items used in project activities: e.g. paper, material for handicrafts and art objects, items and materials for class or field work, entrance fees to museums, local travel related to field work, etc. 3. Translation. 4. Documentation:e.g. layout, major amounts of photocopying, printing. 5. Software: internet/e-mail connection or software directly related to the project activities. 6. General administration: communication, office supplies, photocopies. 7. Other: other eligible cost items that are necessary for carrying out the project but which do not fit into any of the previous categories of  normal project costs. These can include, for example, costs relating to the organisation of seminars (rent of rooms outside the partner organisations, cost of invited speakers for these events etc.), minor elements of equipment. Please note that you must specify such costs and justify why they are essential to the carrying out of the project. The standard amount may cover up to 100% of the eligible expenses listed above. Staff costs (direct or replacement) are considered as the participating organisations' contribution to the project. They cannot be covered by the grant and are thus not eligible for funding. The same applies for entertainment and hospitality costs. B. VARIABLE AMOUNT FOR TRANSNATIONAL MOBILITY COSTS The variable amount is meant to help offset the travel, travel insurance and subsistence costs relating to the transnational mobility of staff and learners. The variable amount may be increased in the case of disadvantaged persons, i.e. persons who are disadvantaged for socio-economic reasons, and disabled persons who have special needs when travelling and staying abroad (e.g. an accompanying person). The National Agency will assess the need for an increased amount against the information given in part D.2 of the application form. Travel costs Travel and insurance costs are based on real costs incurred. The grant may cover 100% of all travel and insurance costs. However, the cheapest rates must be used, and the National Agencies will check that this is the case. Rail travel (first class if preferred by the applicant and if allowed by his/her institution) must be used for journeys of up to 400 kilometres, except in cases of emergency or where a sea crossing is necessary. Air travel may be used for journeys of more than 400 kilometres (or less where a sea crossing is necessary). Full use should be made, where possible, of apex or special discount flights. Economy class fares are the absolute maximum permitted. Travel by car is permitted, in accordance with the following rules: - private car or taxi: the eligible amount will be limited to the cost of one equivalent first class rail fare regardless of the number of people travelling in the car; - hired car: a car of category A (or, in cases where more than two persons are travelling, category B at most) may be hired, provided that no form of public transport is available. Local/regional travel in the home and host country will be covered when it is directly linked to a mobility activity within a project. ANNEX 2 : SUBSISTENCE RATES Subsistence costs should not exceed the daily allowance rates given below. For transnational mobility of people with special needs, these daily rates may be increased in duly justified cases. The National Agency will decide on the actual percentage of the rates to be used in each case. Its decision will be determined by the budgetary resources available, which will depend on the budget for each participating country and the number of applications submitted. Where co-funding from national sources is available the combined grant (from Socrates and national sources) may not be higher than daily rates indicated below. Please note that certain countries participating in Socrates use different rates for subsistence costs than these standard rates agreed at European level. Each institution should therefore check with the National Agency in its country before submitting its budget request (Section D of the form).
